Barbara is clearly attracted to Scott. The week after he was hired, she came in with a new hairdo and she started dressing up every day.
She tries to find excuses to talk with him and smiles at him all the time.
She volunteered to help him get his files set up on a Saturday.
Scott seems to appreciate her help but he hasn't responded by making any overtures of his own.
Is Barbara harassing Scott?
The answer is no, she is not harassing Scott. She is just trying to attract his attention.
