It's harassment if a women offers a job, a promotion, or a raise to another woman in exchange for sexual favors. For example:
"That promotion to Marketing could be worked out, if you could make some time for me."
"Wouldn't things be easier for you if that raise came through? I can make that happen if you're nice to me."
