It's harassment if a man deliberately makes unwelcome, unsolicited comments or gestures, or makes physical contact with another man.
Sample dialog:
Max: "Hey, Johnny, want to go to the game with me tonight?"
Johnny: "Really? You've got tickets? That sounds great."
Max: "Yeah, and then we could go to this little place I know."
Johnny: "A little place?"
Max: "It has an intimate type of atmosphere, if you know what I mean."
