Title 7 does make it illegal to make sexual advances when the other person is offended or simply not interested. Especially when the attention becomes a pattern of behavior.

Here are two examples:

Male Speaker: "Look, Paula, I can get you into some really great assignments if you play along."

or

Female Speaker: "Johnny, you look so cute without that scruffy old beard."

Even though Title 7 was put in place in 1964, it wasn't until 1986 that the courts looked at whether those provisions included protection from sexual harassment at work. The case was Meritor Savings Bank vs. Vinson.
