Sexual harassment is not a cut-and-dry issue, like a car accident. You know a car accident when you see one.
But with sexual harassment, it's not so clear. A lot depends on the circumstance and the intent of the people involved.
Behavior that is clearly sexual harassment in one situation, directed to one individual, may be perfectly acceptable in another workplace or with a different person.
The legal system looks at:
what the behavior was and whether a "reasonable person" would object to it
the conditions when the behavior occurred
how frequently the offensive incidents took place
whether the offended person took steps to complain or try to stop the behavior
what action the company took after the behavior was reported
